Küsimused teooria tähendusest, vajadusest, võimekusest jne, on paljudele väga huvitavad ja paljudele mitte niiväga huvitavad, kuid vajalikud (nt tudengid). Seepärast siinviidatu oma koha leidiski. Tõsi, peamine põhjus on ikka tekstis endas. Küsimus teooria tähendusest või sellest, mis on hea teooria tunnused avalikus juhtimises, on kasulikud kõikidele juhtimisest huvitatutele. Tekst ise võiks aga pretendeerida seminaritekstiks juhtimise kursustel.

Kontekstist:

Scholarship in public administration, public management, and governance (broadly termed PA in this essay) encompasses a vast array of phenomena. The significance of these phenomena is attached to the value and purpose as well as the creation and distribution of a great range of public services and public goods.

Küsimused teooria tähendusest avalikus juhtimises on erialakirjanduses tõusva huviga:

And yet, as George Frederickson and his coauthors (2018: 5) wrote, “a need exists for greater conceptual clarity and theoretical reliability in the treatment of public administration.”

Siin otsib autor vastust küsimustele:

What is theory? What is the purpose of t ory? What is good theory? What is the process of theorizing? How does one evaluate theoretical contributions?

Lähtepunktiks:

Underlying this variation, however, appears a commonality that can serve as a useful starting point: a theory encompasses concepts or constructs and posits relationships among them.

Max Weber:

Weber distinguished two fundamental purposes for theory and scientific inquiry over 100 years ago with his articulation of the different logics of explanation (dominant in the natural sciences) and of understanding or verstehen (arising with the new fields of sociology and anthropology) (Weber, 1922 and 1949). The four most mentioned purposes for theory in PA literature include: to reduce complexity, generate knowledge, enlighten and bring awareness, and solve important problems in the public sphere. These are by no means mutually exclusive.

Kuidas teooria võimekust hinnata?

That said, below are five sets of criteria that can guide evaluations of theoretical contributions: clarity, logic, evidence, relevance and utility, and value added.

Lugemishuvi suurendamiseks:

There are multiple purposes of theory; to reduce complexity, generate knowledge, enlighten and bring awareness, and solve important problems in the public sphere.
