Siinviidatu leidis oma koha peamiselt kahel põhjusel. Esiteks, väikestele kogukondadele orienteeritud uuringuid ei olegi väga palju. Teiseks, ka Eestis võib praegu märgata ja ennustada, et mõned väikesed kogukonnad võivad n-ö üleöö muutuda märksa suuremaks (nt sõjapõgenike liitumisel).

Although this list can vary and/or encompass other responsibilities with shifts in the policing paradigm, these core functions continue to be regarded with the utmost importance by policing officials (Ortiz et al., 2007; Zhao et al., 2003).
