Sissejuhatuses esitab autor argumentatsiooni kogukonnakeskse politsei tahaplaanile jäämisest väites muuhulgas:

a number of Anglophone countries have coalesced the discourse of c munity policing into the counterterrorism regime. 5 In the U.S, the U.K. and Australia, for example, the philosophical framework for police engagement with community for counterterrorism has been shaped by an increasing comprehension that the post-incident approach to modern terrorism is less productive than a prospective model

Nobelist Richard Thaler ja Cass Sunstein lõid nügimise teooria, millest siinviidatud artiklis tõstab autor esile järgmise selgituse:

Thaler and Sunstein posit that it is legitimate for the authorities to devise choices that “alter people’s behavior in a predictable way without forbidding any options or significantly changing their economic incentives.

Despite its good intention, nudging is thought to be manipulative and violates people’s autonomy by creating choices that not always in the best interest of the nudged.

Artikli eesmärgiks seatakse:

While nudge theory has yet to receive sufficient attention in social sciences, this article is intended to explore its application to community policing in the particular context of counter-domestic terrorism in selected Western jurisdictions.

Kokkuvõttes leiab autor muuhulgas:

In this article, I sought to present a new conduit to encourage cooperation of communities from a behavioral-economical perspective. Borrowing the ideas of nudge theory, this proposition touches on the effectual alteration of the way community trust can be enhanced to benefit CTCP through subtle and soft methods. In practical terms, nudge advocates the designing of context in which communities can be positively influenced by CTCP. In my discussion, I used Muslim communities as a case study to demonstrate that nudge can be undertaken in two respects. First, at the macro level, the official discourse of Islamist extremism being the major source of homegrown terrorism ought to be ceased. […] Second, at the micro level, nudge can probably work best when applied to CTCP in a sectional fashion. To differ from the traditional model of community policing, the nudge-oriented CTCP is dependent on the influential role of community or religious representatives in designing counterterrorism initiatives, hence encouraging public participation. To maximize its effect, community members should be active in the foreground with police a negligible role in the background.
