Siinviidatud vabalevis olev tekst leidis koha hoolimata tõsiasjast, et paljud avaliku sektori ette võtted ei oma üldse strateegiat või on sammud selles suunas alles esialgsed. Siin tekstis arendatakse edasi erialakirjanduses u viimasel viiel aastal tõsise hoo sisse saanud mõttekäikudest strateegiast kui praktikast. Tekst võiks suurt huvi pakkuda kõikidele inimestele, sest strateegiast kui praktikast siinse teksti tähenduses ei pääse keegi.

Kontekstiks:

“Because of this, strategy-as-practice (SAP) research has tended to define what is strategic either in terms of its relation to performance or in terms of what strategy practitioners themselves regard as consequential for “doing” strategy. This has led to an overwhelming focus of SAP research on topics that are traditionally associated with strategy processes, such as strategic planning or strategic change.” (Rouleau and Cloutier, 2022, p. 1)

Senine rõhuasetus strateegial, mitte praktikal.

“I (the first author) have more often had the reverse impression: that in the last 20 years or so, SAP research has largely been about “strategy, but not practice.”” (Rouleau and Cloutier, 2022, p. 2)

Eemale strateegia instrumentaalsest tähendusväljast ja lähemale strateegi positiivsele eetosele.

“Shifting the debate away from SAP’s theoretical positioning around the notion of practice to focus more on the nature of strategy was helpful (and probably necessary) to maintain the cohesion of the community while ensuring the diversity of SAP research (Kohtamäki et al., 2022). It also helped increase the perspective’s legitimacy within the broader fields of strategic management and organization studies (Burgelman et al., 2018).” (Rouleau and Cloutier, 2022, p. 4)

Praktika on küsimus sellest, kuidas tekib uus kvaliteet? Kuidas see saab võimalikuks.

“This means shifting from practices as activities or as empirical observable things to practices viewed as ways and/or “sites of knowing” (Nicolini, 2011). According to Nicolini (2011: 602), “practice is where knowledgeability manifests itself and agency becomes possible.” Practice has to do with the multiple and distributed ways that the practical knowledge of actors is instantiated in their everyday sayings and doings.” (Rouleau and Cloutier, 2022, p. 8)

“As there are multiple social theories of practice, placing knowledgeability at the core of our conceptualization of practice will help reinforce the inclusive and pluralist character of SAP research that is dear to the field’s leaders and members. We also contend that our agenda somewhat constitutes another “crossing strategy” (Kohtamäki et al., 2022: 210) that wields potential to facilitate connections in currently disjointed internal streams of research (discourse–materiality, process–practice, mainstream–critical, etc.).” (Rouleau and Cloutier, 2022, p. 10)
