Sissejuhatuses püstitatakse konteksti tähistav küsimus:
Not only has scientific knowledge become valuable and useful for governments, but it has also been found to influence national and global policies and interorganizational innovations with regard to environmental challenges, infection control, climate change, food security, and human well-being and livelihoods (Saidi, Salie, & Douglas, 2017; Cf. Von Der Heyden, Lukey, Celliers, Prochazka, & Lombard, 2016; Whetsell et al., 2020). However, Public Administration knowledge has seemingly not featured in considerations of public policy decisions. If this observation is correct, the immediate question is: Why not?
The aim of this study is therefore to understand what is required for Public Administration knowledge to be meaningful.
Neli tingimust tähenduse – kvaliteet ja väärtus – mõtestamisel:
• a social ontology that recognizes an emergent, diverse, complex and multi-connected public administration,
• a recognition that the quest for meaningful knowledge is situated within this reality,
• an epistemology which is appropriate for its situated quest for knowledge, and
• an appropriate and comprehensive way of knowing
Teadmistepõhise (evidence-based policymaking (EBP)) poliitikakujundamise neli koolkonda:
(a) the reinforce school, placing the onus for EBP on public policymakers; (b) the reform school, holding the view that evidence may be helpful to enlighten and educate policymakers without necessarily providing solutions to specific policy problems; (c) the reinvent school’s emphasis on research for policy, improved management of evidence in policymaking, and the reception of research results by government; and lastly, (d) the reject school’s rejection of the EBP movement’s pretentious claims about offering straightforward solutions for policy problems

Core to this socially constructed reality is the human being as co-constructer and cosense-maker of this reality. I have argued that the first antecedent for meaningful knowledge about public administration is a social ontology that recognizes the nature and form of the study phenomenon. I have concluded that such an ontology needs to recognize the diverse and complex instances of this reality, as well as its dynamic state of being, multi-dimensional expression, mainly transcendent source of being, and its multi-connected condition. Secondly, I have argued that the quest for meaningful knowledge is situated within this socially constructed reality. The implication of the situatedness of scholars, administrators, politicians and citizens in the public administration reality, is that all these inhabitants have an inter-connected stake in this reality. They are not only part of this reality, but they are also co-constructors and co-sense-makers of it.
