Dealing with this global-local dichotomy with full of uncertainties requires a dynamic and adaptive public serving professionals who are able to prescribe measures applicable for their jurisdictions while understanding the gravity of the matter as a whole. Capacity required here is not a certain set of skills that can be parted by technical training. Rather, nurturing of applied thinking and judgment making abilities are what are called for, and these attributes typically fall under the domain of higher education institution(s) (HEI) that deal with public focused studies such as public administration, public affairs, public policy, and public management.

Cognizant of such world realities that require today’s HEI to educate locally applicable knowledge in view of global perspectives, the study explored what public serving professionals focused graduate programs of today should embrace in view of rapidly changing operating environments.

The world-systems perspective treats world as a proper unit of analysis within which inequality based institutionalized exploitation occurs by the parties with global level convening power (Chase-Dunn and Grell-Brisk, 2019). For this study, world-systems analysis by Wallerstein (2009) consisting of three elements, spatial, temporal, and epistemological, are referenced.

The oldest university-based graduate program intended for those with aspiration to serve the public is Maxwell School of Citizenship and Public Affairs at Syracuse University in New York, established in 1924 (Raadscheldersa et al., 2018).

In light of the global higher education ecosystem in which public serving professionals focused graduate programs are situated, the study identified three key constructs for these programs in order to assume meaningful roles for the society they serve.

First, education approach should focus on how to contextualize academic theories from globally standardized text materials into classroom discussions by connecting with cases/situations surrounding the society that the students serve in their work settings. […] Second, role of the program can be positioned as a post-entry milestone for public sector professionals to become better prepared state-building force through an opportunity to check back their on-the-job experiences against academic theories as well as to engage in discussions on the linkage of theories and practices guided by faculties. And thirdly, a HEI specific, unique intellectual identify of the program has to be determined by the concerned with an “anchor” to the place and to its own constituency.
